WITH reference to my despatches Nos. 641, 646, 647, 666, 667, 679, and 680, of the 9th, 11th, and 25th ultimo, and 1st instant, I have the honour to inclose herewith, to your Lordship, extracted from the "Journal Officiel" of this day, a telegram from General Brière de l'Isle, of the 2nd instant, stating that there has been found in a village a Proclamation referring to an Imperial Decree exciting the people to poison the French. I inclose also a Report from General Brière de l'Isle of the military operations in Tonquin in the month of October.
